Main Purpose of the Position

The primary objective of this role is to lead the implementation of Manchester’s 10-year Sports and Physical Activity Strategy (2019-2028). The goal is to enhance the outcomes related to sports, physical activity, and overall health and well-being.

Additionally it involves strengthening partnerships with various organizations, including but not limited to, Manchester City Council, Sport England, UK Sport, National Governing Bodies, the NHS, the Manchester Integrated Care Partnership, and the Manchester Local Care Organization.

Furthermore, as the Chief Executive Officer, the individual will be responsible for attracting world-class sporting events to the city securing new investments and overseeing a capital investment program of £150 million over the next five years to create improved facilities for the residents to engage in physical activities.

Another critical aspect of this role is to establish effective and transparent governance procedures, reporting directly to the Board and serving as a communication bridge between the Board the Leadership Team and the company’s colleagues.

The CEO will ensure that the Directors are well-informed and actively manage risks associated with Manchester Active. Ultimately, they will be accountable for all day-to-day management decisions and the successful execution of Manchester Active’s short-term and long-term plans.

Main Duties and Responsibilities

  • Ensure effective service delivery to achieve the objectives of both Manchester Active and Manchester City Council.
  • Act as a positive leadership role model, advocating for diversity and inclusion.
  • Develop and cultivate partnerships with internal and external stakeholders to enhance service delivery.
  • Maintain ultimate accountability for financial and operational performance, ensuring financial targets are met and services are efficient and cost-effective.
  • Oversee the implementation of the Manchester Sport and Physical Activity Strategy and Commercial Strategy, including managing a substantial capital program for the city’s sports and physical activity infrastructure.
  • Foster community engagement and development with a focus on local areas and demographics.
  • Develop and implement monitoring systems, including performance targets, customer feedback mechanisms, market research surveys, and customer panels, to continually improve services based on customer needs.
  • Regularly review and update the medium-term financial plan and commercial strategy to ensure the organization’s viability and sustainability.
  • Develop, implement, and manage an appropriate resource model that supports the organizational structure, reduces dependency, builds capacity within the third sector, and aligns with the strategic plan to meet the partner requirements.
  • Prepare the annual budget, identify opportunities to meet or exceed income targets, and maximize financial resources within Manchester Active’s financial framework.
  • Secure grant aid, sponsorship, and external funding for new projects and programs in collaboration with the City Council and relevant agencies to advance the company’s strategic objectives.
  • Promote employee development and implement effective management and personnel practices to support staff growth. Continuously review and enhance personnel and training policies and practices.

Ensure effective implementation of Manchester Active’s Health and Safety Policy and procedures, conducting regular reviews in consultation with staff, and ensuring compliance with legislation for both staff and customers.

  • Hold overall responsibility for maintaining and evolving Manchester Active’s risk strategy.
  • Ensure compliance with all legal and financial requirements in accordance with relevant legislation.
  • Oversee inspections and audits across functions to guarantee compliance with regulatory and company policies.
  • Stay current with relevant legislation and implement necessary changes.
  • Undertake any other duties falling within the scope of the role to ensure the ongoing development, operation, and management of all facilities, services, products, and programs offered by Manchester Active.
